1. (1) Role of the Commission:

   1. (a) Development of appropriate administrative rules and procedures;
   2. (b) Allocation of funds to institutions;
   3. (c) Approval of organizations where participants will be placed and of services which participants will perform;
   4. (d) Reimbursement of participating institutions for vouchers redeemed by participants at that institution.

2. (2) Role of Participating Institutions:

   1. (a) Allocation of vouchers among various academic departments within the institution;
   2. (b) Selection of participants;
   3. (c) Placement of participants in authorized service opportunities;
   4. (d) Redemption of vouchers presented by participants;
   5. (e) Awarding of academic credit for services performed;
   6. (f) Record keeping and reporting.
