To be eligible for an Oregon Opportunity Grant a student must:

1. (1) Have been a resident of this state for not less than 12 months prior to enrolling at an eligible post-secondary institution;
2. (2) Have not achieved a baccalaureate or higher degree from any post-secondary institution;
3. (3) Be enrolled in an eligible program as defined by rule of the Higher Education Coordinating Commission;
4. (4) Be making satisfactory academic progress as defined by rule of the Commission; and
5. (5) Have not been admitted to the United States for the purpose of enrolling in a program of study at an institution of higher education.
