The State Library will lend library materials to:

1. (1) Legally established public libraries.
2. (2) Educational institution libraries.
3. (3) State agencies and their employees.
4. (4) Print-disabled individuals who are eligible to borrow library materials from the Talking Book and Braille Library.
5. (5) Individuals with current Oregon addresses who request materials in person at the State Library.
6. (6) Special libraries (as listed in directories as maintained by State Library or other standard library directories).
