For the purposes of ORS Chapter 657 any witness appearing for the Employment Department, who is an employee of the department:

1. (1) Is considered to be a duly authorized agent of the director; and
2. (2) Is considered, by virtue of their employment, to be qualified to testify in an administrative hearing as to the actions taken by the department that resulted in the proceeding in which they are testifying.
