In the EA program, the Department uses prospective eligibility (see OAR 461-001-0000) and budgeting (see OAR 461-001-0000) as follows:

1. (1) For the month of application, prospective eligibility is used, including for a client who leaves a filing group (see OAR 461-110-0310) because of domestic violence.
2. (2) For budgeting, OAR 461-160-0140 is used to determine benefit level.
