In all programs covered by Chapter 461 of the Oregon Administrative Rules, unemployment compensation benefits are treated as follows:

1. (1) Retroactive payments are counted as periodic or lump-sum income (see OAR 461-140-0110 and 461-140-0120).
2. (2) Disaster Unemployment Assistance is treated as provided in OAR 461-145-0100.
3. (3) All payments not covered under sections (1) and (2) of this rule are counted as unearned income.
