A client living in an institution is eligible for OSIPM even if his or her income exceeds 300 percent of the full SSI payment standard for a person living alone if:

1. (1) The client has continuously met the SSI eligibility criteria used in December 1973 for a person living in an institution; and
2. (2) The client needs institutional care.
