Safety chains or cables must:

1. (1) Have a tensile strength equivalent to the gross weight of the towed vehicle.
2. (2) Prevent the tow bar from dropping to the ground in the event the tow bar or coupling device fails.
3. (3) Be attached in a manner that provides sufficient strength to control the towed vehicle in event the tow bar or coupling device fails.
4. (4) Have no more slack than necessary to permit proper turning.
