Except for a licensee subcontractor that provides limited services under OAR 419-400-0120(6)(b):

1. (1) A child-caring agency must have a license issued by the Department in accordance with OAR chapter 419, division 400. A licensee must at all times comply with the provisions of the license and with all laws and rules applicable to the child-caring agency.
2. (2) A child-caring agency may not represent itself as able to or purport to provide services governed by the rules in OAR chapter 419, division 400, except the services the child-caring agency is authorized by law and rules and licensed to provide.
