1. (1) The Department must not develop Specifications that primarily benefit a Provider, directly or indirectly, to the detriment of the Department or the best interest of the State.
2. (2) The Department must not develop Specifications that inhibit or tend to discourage Public Contracting under other public procurement laws or policies of the Department of Administrative Services.
