1. (1) Title IV-E, section 471(a)(10) of the Social Security Act, requires the State of Oregon to establish a state authority responsible for establishing and maintaining standards for foster family homes and child caring institutions.
2. (2) ORS 418.635 gives the Department the authority and responsibility to approve homes for a child in the care or custody of the Department. ORS 418.640(1) authorizes the Department to develop rules to approve these homes.
3. (3) In these rules, a Relative Resource Parent is a foster parent as that term is used in ORS 418.016, 418.200, 418.606, 418.640, and 418.648.
