1. (1) Title IV-E, section 471(a)(10) of the Social Security Act, requires the State of Oregon to establish a state authority responsible for establishing and maintaining standards for foster family homes and child caring institutions.
2. (2) ORS 418.005 gives the Department the authority and responsibility to approve homes for a child in the care or custody of the Department. ORS 418.005 authorizes the Department to develop rules to approve these homes.
3. (3) In these rules, a resource parent is a foster parent under ORS 418.016, 418.625, 418.640 and 418.648.
