1. (1) The purpose of OAR 413-200-0301 to 413-200-0396 is to describe the criteria for approval as:

   1. (a) A resource parent; or
   2. (b) A potential adoptive resource.

2. (2) These rules apply to any individual who:

   1. (a) Has applied to become a resource parent or potential adoptive resource;
   2. (b) Is currently a resource parent; or
   3. (c) Has applied to renew certification.
