To be eligible for Title IV-E at the time of removal, a child must meet all the following requirements:

1. (1) U.S. citizenship, as required by OAR 413-100-0210.
2. (2) Age, as required by OAR 413-100-0230.
3. (3) Removal from the home of the specified relative, as required by OAR 413-100-0135.
4. (4) Judicial language in court orders, as required by OAR 413-100-0240.
5. (5) AFDC eligibility, as required by OAR 413-100-0135 through 413-100-0200.
6. (6) Parental deprivation, as required by OAR 413-100-0150.
