1. (1) All legal custodians and parents must be invited and encouraged to participate in Administrative Reviews and Permanency Hearings.

2. (2) Other individuals to invite are:

   1. (a) Substitute care providers;
   2. (b) Children, when it is determined that the child's attendance would be appropriate and the child wishes to attend;
   3. (c) Attorneys and Court Appointed Special Advocates (CASA);
   4. (d) Indian tribe (if applicable).
