The purpose of OAR 413-020-0100 through 413-020-0170 is to:

1. (1) Define the Department’s authority as guardian and legal custodian of children in its care or in the care of its agents;
2. (2) Specify how that authority will be exercised by the Department and its agents; and
3. (3) Specify requirements to be met when this authority is exercised.
