1. (1) A Final Order of the Commission shall:

   1. (a) Contain the caption of the appeal and state “Final Opinion and Order”;
   2. (b) Acknowledge the record and other documents that were present before the Commission, and findings of fact and conclusions of law and/or an incorporation of findings and conclusions from the record below.
   3. (c) Address the Special Review under Rule 350-060-0090, where applicable.
   4. (d) Contains findings of fact and conclusions of law or incorporates them from the record below.
   5. (e) Indicate the Commission’s decision;
   6. (f) Contain the date of the final order; and
   7. (g) Be signed by the Chair of the Commission.
2. (2) The order shall be served on all parties.
3. (3) When an order of the Commission becomes final it shall be made available to interested members of the public. The Commission may charge a reasonable fee for copies of its final orders or other orders furnished to members of the public.
