This rule documents the standards not to be exceeded for light duty motor vehicles that undergo the Basic emission test.

1. (1) Light Duty Diesel Motor Vehicle Emission Control Standards: 1.5% CO; there is no HC standard.

2. (2) Light Duty Gasoline Motor Vehicle Emission Control Standards: Four-Stroke Cycle — Passenger Cars:

   1. (a) 1975–1980 Model Year:

      1. (A) With Catalyst: 1.0% CO and 220 ppm HC;
      2. (B) Without Catalyst: 2.5% CO and 300 ppm HC.
   2. (b) 1981 and Newer Model Year: at idle — 1.0% CO and 220 ppm HC;

3. (3) Light Duty Gasoline Motor Vehicle Emission Control Standards — Light Duty Trucks:

   1. (a) 6,000 GVWR or less:

      1. (A) 1975–1980 Model Year:

         1. (i) With Catalyst: 1.0% CO and 220 ppm HC;
         2. (ii) Without Catalyst: 2.5% CO and 300 ppm HC.
      2. (B) 1981 and Newer Model Year: at idle — 1.0% CO and 220 ppm HC;

   2. (b) 6,001 to 8,500 GVWR:

      1. (A) 1975–1978 Model Year: 2.5% CO and 300 ppm HC;

      2. (B) 1979–1980 Model Year:

         1. (i) With Catalyst: 1.0% CO and 220 ppm HC;
         2. (ii) Without Catalyst: 2.5% CO and 300 ppm HC.
      3. (C) 1981 and Newer: at idle — 1.0% CO and 220 ppm HC;
4. (4) Gross CO emissions exceed the applicable model year CO standard by a factor of one and one-half (1.5).
5. (5) Gross HC emissions exceed the applicable model year HC standard by a factor of three (3).
6. (6) Visible emissions must not occur during the steady-state unloaded and raised rpm engine idle portions of a gasoline engine emission test from either the vehicle’s exhaust system or the engine crankcase. For a diesel engine emissions test, visible emissions must not exceed 20% opacity.

7. (7) The Director or Director’s delegate may grant a waiver from standards listed in sections (1)–(6) for vehicle classes that DEQ determines present prohibitive inspection problems meeting the standards in sections (1) – (6) if DEQ deems the motor vehicle pollution system otherwise meets the standards of this Division.
