The Environmental Quality Commission encourages the use of pollution prevention for all sources of toxic air contaminants statewide. The Commission encourages use of the following hierarchy to reduce toxic air contaminants:

1. (1) Modify the process, raw materials, or product to reduce the quantity and toxicity of air contaminants generated;
2. (2) Capture and reuse air contaminants;
3. (3) Treat to reduce the quantity and toxicity of air contaminants released; or
4. (4) Otherwise control toxic air contaminant emissions.
