The following areas are designated as Special Control Areas:

1. (1) The counties within the Willamette Valley, including Benton, Clackamas, Columbia, Lane, Linn, Marion, Multnomah, Polk, Washington and Yamhill Counties;
2. (2) Umpqua Basin;
3. (3) Rogue Basin;

4. (4) Within incorporated cities having a population of 4,000 or more, and within three miles of the corporate limits of any such city.

   NOTE: This rule is included in the State of Oregon Clean Air Act Implementation Plan that EQC adopted under OAR 340-200-0040.
