No concentration of a pollutant may exceed:

1. (1) The concentration permitted under the national secondary ambient air quality standard;
2. (2) The concentration permitted under the national primary ambient air quality standard; or

3. (3) The concentration permitted under the state ambient air quality standard, whichever concentration is lowest for the pollutant for a period of exposure.

   NOTE: This rule is included in the State of Oregon Clean Air Act Implementation Plan as adopted by the EQC under OAR 340-200-0040.
