DEQ may provide local government units with solid waste Orphan Site Account funds in the form of:

1. (1) A grant for remedial action costs exceeding the maximum amount collected by surcharge or equivalent funding; or
2. (2) A loan for remedial action costs up to the amount raised by surcharge or equivalent funding.
