1. (1) The standards in this rule apply to small quantity handlers of universal waste as defined in 40 CFR 273.9. The standards in this rule modify or are in addition to provisions in 40 CFR Part 273 Subpart B.
2. (2) The standards in this rule apply to large quantity handlers of universal waste as defined in 40 CFR 273.9. The standards in this rule modify or are in addition to provisions in 40 CFR Part 273, Subpart C.

3. (3) Treatment Prohibition:

   1. (a) In addition to the provisions in 40 CFR 273.11 and 40 CFR 273.31, handlers of universal waste shall not treat universal waste, except as allowed the applicable portions of in 40 CFR 273.13, 40 CFR 273.33.
