An individual applying for a waste water specialist registration must:
- (1) Meet the requirements of OAR 331 Division 30;
- (2) Submit a completed application form prescribed by the Office, which must contain the information listed in OAR 331-030-0000 and be accompanied by payment of the required application fees;
(3) Provide documentation of one of the following qualification pathways:
(a) Registration Pathway 1 — Qualification through Education and Experience:
(A) Bachelor’s Degree — An applicant must submit:
- (i) An official transcript, as defined in OAR 338-005-0020, demonstrating attainment of a bachelor’s degree from an accredited college or university with at least 45 quarter hours or the equivalent semester hours in soil science courses; and
- (ii) Proof of the equivalent of two years of experience in waste water treatment, disposal and reuse within this state under the supervision of a registered waste water specialist or equally qualified person as approved by the Board pursuant to OAR 338-010-0065(3); and
- (iii) Proof of having passed the Oregon Waste Water Specialist examination as set forth in OAR 338-010-0030(2); and
- (iv) Pay registration fees.
(B) Graduate Degree — An applicant must submit:
- (i) An official transcript, as defined in OAR 338-005-0020, demonstrating attainment of a graduate degree in soil science from an accredited college or university; and
- (ii) Proof of the equivalent of one year of experience in waste water treatment, disposal and reuse within this state under the supervision of a registered waste water specialist or by an equally qualified person pursuant to OAR 338-010-0065(3); and
- (iii) Proof of having passed the Oregon Waste Water Specialist examination as set forth in OAR 338-010-0030(2); and
- (iv) Pay registration fees.
(b) Registration Pathway 2 — Reciprocity. An applicant must submit:
- (A) An official transcript, as defined in OAR 338-005-0020, demonstrating attainment of either a qualifying bachelor’s degree from an accredited college or university with at least 45 quarter hours or equivalent semester hours in soil science courses; or
- (B) An official transcript, as defined in OAR 338-005-0020, demonstrating attainment of qualifying graduate degree in soil science from an accredited college or university; and
- (C) An affidavit of licensure pursuant to OAR 331-030-0040, demonstrating proof of active registration as a waste water specialist with no current or pending disciplinary action. The registration must have been issued by a regulatory body of another state; and
- (D) Pay all registration fees.
(c) Registration Pathway 3 — Graduate Degree and Certification. An applicant must submit:
- (A) An official transcript, as defined in OAR 338-005-0020, demonstrating attainment of qualifying graduate degree in soil science from an accredited college or university; and
- (B) Proof of current certification as a professional soil scientist; and
- (C) Proof of having passed the Oregon Waste Water Specialist examination as set forth in OAR 338-010-0030(2); and
- (D) Pay registration fees.
