If an agency is found to be operating without a valid license, the agency must, within 14 days of the receipt of an injunction obtained by the Authority pursuant to ORS 443.327:

1. (1) Inform its clients that the agency can no longer provide services;
2. (2) Refund all fees collected from the clients for services not rendered; and
3. (3) Cease providing services to clients.
