In reviewing an application for an agency or subunit license, the Authority shall:

1. (1) Confirm receipt of required fee and determine that the initial application is complete;
2. (2) Conduct a survey in accordance with OAR 333-536-0041; and
3. (3) Assess compliance with these rules and ORS 443.305 through 443.355.
