1. (1) No RGD shall be operated unless the applicant satisfies the general requirements specified in OAR 333-101-0005 and 333-103-0005.
2. (2) Upon determination that an applicant meets the requirements of this division, the Authority must issue a registration and validation certificate as specified in OAR 333-101-0035.
