1. (1) Unless otherwise exempted under the provisions of division 102 of the Rules, the manufacturing and distribution of any material or product containing NORM shall be specifically licensed pursuant to the requirements of this division or pursuant to equivalent regulations of another Licensing State.

2. (2) Persons conducting the following activities involving equipment and facilities contaminated with NORM in excess of the levels set forth in Table 1 of this division shall be specifically licensed pursuant to the requirements of this division:

   1. (a) Decontamination of equipment, facilities and land;
   2. (b) Maintenance of equipment and facilities involving the exposure of individuals to radiation or radioactive materials; or

   3. (c) Disposal of the resulting waste.
