1. (1) As soon as practicable after receiving a complaint, taking into consideration the nature of the complaint, Division staff must begin an investigation.

2. (2) An investigation may include but is not limited to:

   1. (a) Interviews of the complainant, persons identified by the complainant as having knowledge of the facts alleged in the complaint, NARRO management and staff, and other persons having knowledge of the practices of the NARRO; and
   2. (b) On-site observations of staff performance and of the physical environment of the NARRO facility; and
   3. (c) Review of documents, records and other materials.
3. (3) A NARRO must permit Division staff access to its premises during an investigation.
