1. (1) The Oregon Health Authority (Authority) may impose a civil penalty or deny, suspend or revoke a birthing center's license for failure to comply with birthing center licensing laws.
2. (2) If the Authority intends to impose a civil penalty or deny, suspend or revoke a birthing center's license, it shall do so in accordance with ORS 183.411 through 183.470.
