The AUTHORITY may issue conditional licenses in circumstances in which:

1. (1) There is substantial compliance with these rules;
2. (2) In which a written schedule for total compliance approved by the AUTHORITY is instituted and maintained; and
3. (3) Where in the judgment of the AUTHORITY, there will be no immediate threat to health and safety during the time in which to meet complete compliance. The AUTHORITY may also require special safeguards to be instituted and maintained as a condition of the conditional license.
