(1) No person shall operate an AQUATIC VENUE, without:
1. (a) The AQUATIC VENUE having received a final construction inspection and approval from the AUTHORITY;
2. (b) Making application for a license to operate;
3. (c) Paying the license fee; and
4. (d) Securing a license from the AUTHORITY.
(2) Such license terminates and is renewable on December 31 of each year.
