1. (1) An applicant that is likely to derive more than 50 percent of the store’s annual food sales from WIC transactions will not be authorized except for cases of participant access hardship as determined solely by the Authority.
2. (2) If a currently authorized vendor is found to derive more than 50 percent of the store’s annual food sales from WIC transactions the Authority will terminate the vendor agreement unless the vendor is necessary for participant access.
