1. (1) The Regional Health Improvement Plan (RHIP) submitted by the Central Oregon Health Council, defined in OAR 309-014-0300, must include, but need not be limited to the following:

   1. (a) Federally required components;
   2. (b) Health policy;
   3. (c) System design;
   4. (d) Outcome and quality improvement;
   5. (e) Integration of service delivery and
   6. (f) Workforce development.
2. (2) Any additional requirements to the RHIP will be agreed upon in advance by the Council, the Authority and the Commission.
