In addition to the requirements of OAR 291-013-0140, use of force reviews shall be required as follows:

1. (1) A preliminary review is required whenever an employee unholsters a firearm, but does not point the firearm at an individual.
2. (2) A full review is required whenever an employee unholsters a firearm and points the firearm at an individual.
