Prior to the adoption, amendment, or repeal of any rule, the Department of State Police shall give notice of the proposed adoption, amendment, or repeal:

1. (1) In the Secretary of State’s Bulletin referred to in ORS 183.360 at least 15 days prior to the effective date.
2. (2) By mailing a copy of the Notice to persons on the Department’s mailing list established pursuant to ORS 183.335(6).

3. (3) By mailing a copy of the Notice to the following persons, organizations, or publications:

   1. (a) United Press International and Associated Press;
   2. (b) Oregon Association of Chiefs of Police;
   3. (c) Oregon State Sheriffs’ Association;
   4. (d) Oregon Police Officers’ Association;
   5. (e) Oregon District Attorneys’ Association;
   6. (f) Oregon Circuit Judges’ Association;
   7. (g) Oregon District Judges’ Association;
   8. (h) Oregon Law Enforcement Council;
   9. (i) Oregon Newspaper Publishers’ Association;
   10. (j) American Civil Liberties Union;
   11. (k) Law Enforcement Data System Advisory Board;
   12. (l) Board on Public Safety Standards and Training.
