Without prior written permission of the superintendent, no promoter shall, directly or indirectly, incur any indebtedness on behalf of an unarmed combat sports competitor, or entertainment wrestler or manager whereby such person is obligated to repay such indebtedness. No promoter at any time shall, directly or indirectly, make any loan or advance to any manager.
