Every promoter and manager shall maintain a full, true and accurate set of books and records in connection with all licensed events and unarmed combat sports competitors. These records and any other records required by statute or rule shall be kept for at least five years and shall be open to inspection and audit by authorized representatives of the superintendent upon reasonable notice.
