The Administrator shall provide the promoter with a pass list which shall contain the names of the authorized representatives of the superintendent, officials assigned to perform official duties in connection with the event and Commission representatives. The Administrator shall designate on the pass list those representatives whose duties require their presence at the apron and no tickets shall be provided to such individuals.
