- (1) Unarmed combat sports promoters are expected to conduct their events in accordance with the Oregon rules and regulations governing unarmed combat sports unless modified pursuant to subsection (2) and (3) below, or otherwise approved pursuant to subsection (4) by the Commission and the Administrator.
(2) Unarmed combat sports promoters may seek modifications of the published rules by requesting authorization to do so from the Administrator:
- (a) A promoter must comply with subsection (3) below to request modifications to the conduct of bout divisions governing Muay Thai/Kickboxing and/or MMA not later than ninety (90) days prior to the proposed event unless otherwise approved by the Administrator.
- (b) The Administrator will review the request and may seek approval from the Commission prior to approving or denying the proposed rule modifications.
- (c) The Administrator may request any additional information from the promoter that the Administrator feels is necessary to make a final determination and to ensure the health and safety of competitors is protected. Promoters that fail to provide the requested information will have their request(s) denied.
- (d) Only those rules associated with the conduct of the bout or required equipment may be modified. Those rules concerning licensing and assignment of officials and competitors, or the presence and authority of medical personnel may not be modified.
(3) Information required to be submitted includes, but is not limited to:
- (a) Identification of the types of actions that will be considered fouls.
- (b) The weight classes for the unarmed combat sports event.
- (c) Official weigh in requirements for competitors.
- (d) Approved equipment that may be utilized by the unarmed combat sports competitors.
- (e) Official judging and scoring criteria.
- (f) Medical requirements of competitors in excess of those found in OAR 230-020-0300 through 230-020-0330.
(4) For any unarmed combat sport not outlined in division 130, 140, or 145, the Administrator may, with the approval of the Commission, approve events held under any rule set for which the Association of Boxing Commissions has approved Unified Rules.
- (a) For proposed alternative rule sets for which there is no currently recognized unified rules, promoters must submit, in addition to the requirements of subsection 3(a) – (f) above:
- (b) A complete list of the rules of conduct by which the unarmed combat sports competitors will compete.
- (c) A complete list of allowed techniques, fouls, and foul procedure.
- (d) Referee’s duties and expectation to the extent they differ from currently recognized standards.
- (e) Weight classes and weigh in procedure.
- (f) A pre-fight promotional plan that enables the Administrator to locate, license, and assign officials familiar with the proposed rule set.
- (5) The Administrator may, with the approval of the Commission, approve proposed alternative rulesets in part or in their entirety.
- (6) To ensure the health and safety of unarmed combat sports competitors, the Administrator may seek the recommendations of the Medical Advisory Committee prior to approval or denial of ruleset modification requests.
- (7) The provisions of OAR 230-030-0001 do not apply to division 80 (Boxing).
