Any person applying for a promoter's license or renewal thereof, may be required to appear in person at the request of the Administrator. The Administrator shall review and investigate all applications. The Administrator shall file a signed written recommendation for grant or denial of the application for a license or renewal of a license, along with a report of such investigation of the applicant with the superintendent.
