1. (1) The Commission shall award grants to the Oregon Department of Justice for the purposes of addressing organized retail theft in Oregon upon receipt of an eligible application.
2. (2) The Commission may approve any application by the Oregon Department of Justice in full or in part.
3. (3) The Commission may create a set-aside of funds to award to the Oregon Department of Justice.
