Or. Admin. R. 166-500-0060 – Attachments to Rule

Attachments for notice of proposed rulemaking, permanent, statutory minor correction and temporary filings, must meet the following guidelines:

(1) Attachments include items such as charts, drawings, forms, graphs, maps, seals, tables, and other non-text information that is directly related to the rule and is not included in the rule text.
(2) Agencies must attach a PDF that includes all the associated documents not included in the rule text or, if the requirements set forth in ORS 183.355(2)(b) are satisfied, direct the audience to where associated documents not included in the rule text can be found. See OAR 166-500-0055(9)(e) regarding editor’s notes when directing the audience to associated documents.
(3) Only one PDF containing all attachments is allowed per rule.
(4) To keep an attachment within a rule, it must be uploaded each time a filing is submitted whether or not edits are made to the attachment.
(5) Attachments will not be added, altered, or removed, outside of the filing process.
