1. (1) The Department will issue a Request for Applications (“RFA”) prior to accepting applications for Program funding. The Department will only accept applications during the application period identified in the RFA.

2. (2) In order to receive financial assistance under the Program, an applicant must submit an application that:

   1. (a) Is in the form required by the Department;
   2. (b) Contains or is accompanied by such information and documentation as the Department may require;
   3. (c) Demonstrates that the applicant is an eligible Project Sponsor.
   4. (d) Demonstrates that the Project is eligible for Program funding under the Program statutes and rules;
   5. (e) Contains a description of the proposed Project to be funded;
   6. (f) Contains a description and summary of the eligible costs to be incurred for the proposed Project;
   7. (g) Demonstrates the financial and operational ability to meet the terms and conditions of a loan agreement including repayment of the loan.

   8. (h) If the applicant is seeking a loan, the application must contain financial information requested by the Department to determine the applicant’s ability to repay the loan including but not limited to:

      1. (A) Three most current years of tax returns or Annual Comprehensive Financial Reports;
      2. (B) Current and prior fiscal year profit and loss statements or statements of net income;
      3. (C) Current and prior fiscal year balance sheets; and

      4. (D) Debt schedules for any relevant liabilities.

         1. (i) Contain documentation demonstrating that the Project is fully funded.
3. (3) Applicants may submit an application for a single site or multiple sites.
4. (4) An application for Project funding across multiple sites must demonstrate that the scope of the Project relates to all sites. For example, multiple sites needing the same infrastructure or an opportunity analysis of a multi-site parcel of land.
5. (5) The Department will only evaluate completed applications.
