Project ineligible activities include, but are not limited to:

1. (1) The demolition and rebuild of an existing critical public building.
2. (2) Partial rehabilitation of a building that does not holistically address all known seismic deficiencies, as defined in OAR 123-051-0200(11).
3. (3) Reimbursement for already budgeted staff and routine or ongoing expenses of the recipient.
