Expenses and costs expressly allowed under OAR 123-042-0035 are eligible for reimbursement from the Fund. All other costs are not eligible for reimbursement, including but not limited to:

1. (1) Assistance to facilities that are or will be privately owned;
2. (2) Purchase of general-purpose motor vehicles and equipment;
3. (3) Assistance to Projects primarily intended to relocate business or economic activity from one part of the state to another, unless the relocation is necessary to retain the activity in Oregon;
4. (4) Project operating or maintenance costs;
5. (5) Costs that are already paid for through other Project financing, whether from the Authority, another State of Oregon agency, or a third party.
