The following entities are eligible to apply for a Program grant:
- (1) A Municipal Subdivision;
- (2) A port organized under ORS chapter 777 or 778;
- (3) A district as defined in ORS 198.010;
- (4) An Oregon Indian tribe as defined in ORS 294.805; and
- (5) A county in this state.
