The Oregon Small Business Development Center Network office shall use the following criteria to evaluate applicants work plans:

1. (1) The number of small business clients to be served through one-to-one counseling and training programs as set out in the work plans;
2. (2) Special needs based upon geographic location or special populations to be served.
3. (3) The quality and the extent to which the work plan meets the needs of small business clients in the service area.
4. (4) Alignment with the Department’s job creation and retention definitions, policy and reporting methodology;
5. (5) Alignment with Department strategic goals and focus on key industries
