Pursuant to the provisions of this act, any corporation may organize and constitute a district for the purpose of providing rural water service subject to the provisions of the Rural Water, Sewer, Gas and Solid Waste Management Districts Act. Provided, however, that nothing in this section shall authorize the organization or reorganization of a solid waste management district pursuant to this section.
