There is hereby created in the State Treasury a revolving fund for the Health Care Workforce Training Commission to be designated the “Workforce Talent Recruitment Revolving Fund”. The fund shall be a continuing fund, not subject to fiscal year limitations, and shall consist of all available monies awarded to the Health Care Workforce Training Commission by the State Department of Health under the Rural Health Transformation Program established by Section 71401 of P.L. No. 119-21. All monies accruing to the credit of the fund are hereby appropriated and may be budgeted and expended by the Health Care Workforce Training Commission for the purpose of recruiting and retaining clinical workforce talent in the rural and underserved areas of this state or any other lawful purpose consistent with any conditions of the award of such monies under the Rural Health Transformation Program. Expenditures from the fund shall be made upon warrants issued by the State Treasurer against claims filed as prescribed by law with the Director of the Office of Management and Enterprise Services for approval and payment.
